In subject matter of which is more closely connected with the functions of another public authority

Government Order issued regarding representation of administrative officers issued vide G.O. No 2325/-38-2-137/P.V.D./76, dated 01 July 1977, G.O. regarding representation of administrative officers, G.O. no. 536/Fifty-Yu Ka-137/76, dated 22 March 1988 (first amendment) and G.O. No. 1298/Fifty-Yu Ka-88-137 P.V.D./76 dated 24 October 1988 (Second Amendment), vide the above different competent officers have been given the powers to dispose service-related matters of departmental officers/employees. In continuation of this, district level and state level officers and employees take relevant decisions in order to discharge their duties and responsibilities.

The procedure followed in the decision making process, including channels of supervision and accountability:

Director-General, Prantiya Rakshak Dal / Vikas Dal and Youth Welfare Department, Uttar Pradesh, incorporates all rights to decide in departmental matters. For conducting/ implementing various programmes/ schemes, work has been divided and assistant directors, assistant commandants and assistant accounts officers have been made officers in-charge. The director-general has the right to take decisions on files presented by them through the joint director.

Similarly at the district level, district youth welfare and Pradeshik VIkas Dal officers discharge their duties under the direction of the Chief Development Officer/ District Magistrate. Physical Exercise Instructor and Regional Youth Welfare and Pradeshik Vikas Dal officers discharge their duties under the control of the District Youth Welfare and Pradeshik Vikas Dal officer.

The norms set by it for the discharge of its functions:

Every year the Regional Youth Welfare and Pradeshik Vikas Dal Officer organizes the identification and selection of boys and girls below the age of 16 years in different sports at the level of development block. Similarly, at the Nyaya Panchayat level, open rural sports meets are organized for the selections of players.

The selected members of the Yuvak Mangal Dal and Mahila Mangal Dal at the development block level are given an incentive of Rs 2000/- per mangal dal in appreciation of the social work done by them.

The physical exercise instructor imparts training at the gymnasium set up in rural and urban areas of the district.

At the district level, the District Youth Welfare and Pradeshik Vikas Dal officer is responsible for preparing the framework of the District Plan for the department concerned at the district level, making budget provision, proper utilization and expenditure of of money approved under the State sector schemes according to the guidelines issued by the directorate.

(A) Development Block level

The following documents are kept at the development block level:

  4. List of sportsmen selected at block level competitions

  5. List of gymnasium/ rural stadium built at development block level and a list of equipment related to sports and physical exercises available there

(B) District level

The following documents are kept at the district level:

  1. Service records of Regional Youth Welfare and Pradeshik Vikas Dal officers/ junior clerks/ class IV employees

  2. Development block-wise nominal roll of volunteers trained in district

  3. Register concerning formation of Yuvak/ Mahila Mangal Dal

  4. List of material distributed as incentive to Yuvak/Mahila Mangal Dal at development block level

  5. List of equipment available at gymnasium, rural (indoor and outdoor) stadium, Yuva Kendra and Youth Hostels built in district

  6. List of players selected from development block of the district and register of players selected at district level

The particulars of any arrangement that exists for consultation with, or representation by members of the public in relation to the formulation of its policy for implementation thereof

Under the new Panchayati Raj arrangement, departmental programmes run at the development block level, such as – constitution and promotion of Yuvak/Mahila Mangal Dal, akhada and gymnasium are run through the medium of Gram Panchayat.

A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advise and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public

The U.P. State Youth Welfare Board constituted by the Government is attached to this department, headed by the Hon. Chief Minister with the Hon. Youth Welfare Minister being the executive president. Members of the Board are official and non-official persons. The objective of the Board is to lay down policy for the youth, make provision of funds for plans/schemes and obtain directives on different subjects. Representatives of people from different walks of life are nominated as members to this Board. It is clear that the people have a direct access to the Board and its meetings.

The emoluments of every officer/ employee received every month that includes the permissible allowances as per the service rules
